The purpose of the District Benefits Committee is based on the common elements from agreements of the collective bargaining units and unrepresented groups:

• Research and share information with its constituencies
• Act in an advisory capacity to its constituencies
• Findings and recommendations shall be presented to the constituent groups
• All changes in fringe benefits have to be negotiated
